What is the best Fishing Rod/Reel Combo I can buy for a person who goes striper fishing off of a beach?

I’m looking into buying this as a gift and would like to spend around $150-$300. I’ve been searching around on the Cabelas, Bass Pro Shop websites but its making me more confused as I dont know much about fishing. Any help would be greatly appreciated!!!
