I need help with a bass club?

I need some ideas of rules I can use for my bass club’s tournaments for next year. Can anyone help me?

make everyone display numbers that can be read from a distance and then deduct 2 lbs for every reported unsafe boating or unsportsmanlike act. advertise a phone# to report such acts.
i’ve had people offer to buy bass from me, had boats blow within yards of me at 60 or 70, been cut off heading into or out of launch areas, watched as bass boats merrily blast through no wake zones at high speed, and many other actions that make them look bad.
no culling none zip zero nada. no on board scales or tags. the first 6 legal fish you keep are it. take your chances on catching a bigger one.
consider a largest fish target instead of the most poundage. the ESLO works very well with that format.
have unmarked spotter boats out watching for bad actors.

IMHO the whole “bassmaster” scene has many faults that these ideas would go far toward correcting. its gotten way too much about the money and too many things are being sacrificed to the money. fishing is not about having a 70 mph boat and catching 30 lbs a day. too many bad examples being made that kids see and think are the way its done and that those that hate our sport can point to as proof of inhumane and otherwise awful behavior.
