first check behind the outlet, there should be 2 wires attached to it, a “hot” wire 12 volt positive , and a negative or “ground” wire. both these must be ok for it to work. if you have already checked fuse and it is good I would check the connections on the back of outlet for rust or corrosion.
it might need lighter fluid
If you have a multimeter (or can purchase a cheap one) you can test a few things.
Test continuity through the fuse. Sometimes a fuse will be bad without looking blown, and you’ll go crazy checking other things.
Make sure that 12 volts is coming “in” to the fuse.
Make sure 12 volts is coming “in” to the center of the cigarette lighter plug.
test continuity of the outside of the cigarette lighter plug to another ground, possibly even the battery negative terminal. Often a bad or corroded ground is the problem.
it wants u 2 quit smoking
97.6% of all electrical failures on boats are due to corrosion/loose connections.
walmart sells a $25 autoranging digital multimeter in their automotive aisle — not the best, but plenty good enough for your needs, plus which, it’s a handy gadget to have around the house.
the unit has been out in the weather and rain for years … go to the auto supply store and buy a new c. lighter unit and a good one or the marine supply online and get one that has a water-tight plug to cover the dash part when the boat is not in use …. most cig liters do not have a fuse and they rust with the ambient temperature even inside a car….
