If you can find their beds, drop a plastic worm outside and drag it across. The bass are spawning right now is why they are more lethargic . They are also very aggressive when spawning and will remove anything that tries to get to the eggs in their bed. If you can find live crawdads to catch, hook them in the tail and drop those in the bed. Crawdads work the best for me.
The reason you are not having any great action on bass at this time is because in my area it is “post spawn time” and bass seem to be just recuperating from the spawn. But it will kick into high gear shortly as they try and put some weight back on. And of your standard bass lures will work when the bass get a little more active.
