I haven’t used either specifically targeting Smallies, but I would imagine the Gulp! leeches would be worth a shot.

A good selection of the above lures would work well for most NW lakes and streams.
You will also need some good Shakey Head Jigs and Wide Gap roundball Jigs, Offset 2-3/0 hooks, Etc.
